Barbara Smith Warner

Barbara Smith Warner is a Senior Advisor for the Making Participation Possible portfolio. She joins the team from the National Vote at Home Institute, which worked to provide education and confidence around the use of mail ballots for eligible voters. She served 9 years (2014-2022) as an Oregon state representative, including almost 3 years as the Majority Leader of the Oregon House. Barbara grew up in Erie, Pennsylvania, graduated from Gannon University, and has lived in Portland with her husband since just before the turn of the century.
