Jess is a Senior Policy Advisor at the Institute for Responsive Government. She previously served as Policy Director for North Carolina Governor Roy Cooper and Assistant Secretary of Workforce Solutions at the North Carolina Department of Commerce. Jess is a graduate of Indiana University and the University of Michigan Law School. She lives in Raleigh with her husband and young son.
