Mike Moser
Senior Advisor
Mike Moser is a Senior Advisor for the Institute for Responsive Government and the founder of Moser Solutions LLC, where he works with election stakeholders, government officials, and educational institutions at the intersection of election administration, technology, and security. His goal is to foster a more resilient democracy.
Formerly an IT Cybersecurity Specialist for the Cybersecurity and Infrastructure Security Agency (CISA), Mike provided the Election Security & Resilience (ESR) team with crucial expertise in election administration and security. He worked closely with federal, state, and local partners on cybersecurity best practices and incident response, as well as resource development, security briefings, training, and tabletop exercises.
Mike previously served as the Director of Election Security and Technology at the Pennsylvania Department of State. In this role, he collaborated with state and local officials to strengthen election security practices, spearheaded the maintenance and enhancement of the statewide voter registration system, and improved public access to more in-depth election analytics and reporting.
Prior to joining the Department of State, Mike was the Community Relations Coordinator of Driver and Vehicle Services at the Pennsylvania Department of Transportation.
Mike graduated from Kutztown University of Pennsylvania with a B.A. in Political Science (2011). He also holds a Certified Information Security Manager (CISM) certification (2023).
