Ashley Harris Philippsen
Senior Implementation Advisor
Ashley Harris Philippsen is a senior implementation advisor at the Institute for Responsive Government. She works with states and partners to translate policy into practice, helping governments design systems that make public services more responsive and easier to navigate.
Ashley previously served as executive director of ImpactTulsa and director of the Mayor’s Office of Children, Youth, and Families in Tulsa, Oklahoma. There, she built the city’s first cross-sector governance infrastructure focused on improving outcomes for children and families, including establishing Tulsa’s Children’s Cabinet and aligning public and private investments around shared measures of economic mobility.
Earlier in her career, Ashley served as deputy chief of community development and policy for the City of Tulsa, where she designed community-centered planning processes that received the American Planning Association’s National Award for Advancing Diversity and Social Change. She has also held leadership roles with Met Cares Foundation, Teach For America Oklahoma, and YES Prep Public Schools.
Ashley chairs the Tulsa Development Authority and serves as a trustee on the Tulsa Authority for Economic Opportunity. She is a Pahara Fellow and Harvard EdRedesign Fellow for Cradle to Career Partnership Leaders. She lives in Tulsa with her husband and children.
